Public administrations have a key role in the promotion of laws and regulations encouraging research and innovation on certain issues (bio-fuels, innovative materials such as composite, nanotechnology, etc.) bringing a positive impact on the attractiveness of the related sectors. The capability of the 'decision-maker' to legislate on issues related to research and innovation impacts on the polarization of the funds on particular policy areas; this would allow the creation of new companies and the strengthening of existing ones relating to these areas.

Joining the Living Lab, Public Administrations act as broker between actors and stakeholders, recruiter of participants for a specific call for proposal and conveyor of funds.
